Homeowners
Toilets
Get a $100 rebate towards replacing an old toilet with a Premium 1.1 gpf (or less) toilet. Where gift cards or credits bring the total cost of the toilet below $100, a rebate check will be issued for the lesser amount.
Rebates are available on qualifying Premium 1.1 gpf (or less) toilets on the Eligible Toilet List (pdf). Premium toilets use 1.1 gallons per flush (gpf) or less compared to the 3.5 gpf or more used by toilets installed prior to 1994. Premium toilets are the most efficient of EPA’s WaterSense-labeled models. Premium toilets use 20% less water and remove 70% more solid waste, compared to regular WaterSense toilets.
Eligibility Requirements
- Customers must reside within the Saving Water Partnership service area.
- Only 1.1 gpf or less Premium toilets are eligible for the rebate. Use this list of toilets (pdf) to find qualifying toilets. Toilets may be in stock at the stores or easily ordered.
- Existing toilets must be pre-2004 and have not previously received a rebate. How to know if your toilet qualifies.
- The application must be submitted within 60 days of purchasing the new toilet.
- Maximum of two (2) rebates per household.
To Apply
First, buy a Premium 1.1 gpf (or less) toilet. To find an eligible toilet you can use this condensed list of toilets (pdf) with models commonly purchased locally. Find the full list of “MaP Premium” rated toilets (pdf) at the MaP website. You can purchase Premium toilets from a variety of retailers, including these local retailers (pdf).
Fill out and submit the online toilet rebate application. You will need digital copies of your most recent water bill and receipt for your toilet to attach to your online application. It can take up to 6 weeks to process your application and issue a rebate check.

How do I dispose of my old toilet?
You can take your old toilets to the following location to be recycled (fees apply). All non-porcelain hardware and wax rings must be removed.

Multifamily Toilet Replacement
Toilet Replacements – Up to $100 rebate per toilet
For owners or managers of apartments, condos, or other multi-unit housing with 4 units or more.
Steps to participate:
- Get authorized: Submit a rebate application
- Buy and install eligible toilets as needed for up to 3 years
- Receive a check for up to $100 per toilet installed

Rebate-eligible toilets
- Rebate-eligible toilets use 1.1 gallons per flush or less and meet “MaP Premium” performance standards. They exceed WaterSense certification requirements in water efficiency and performance. Learn more about toilets eligible for this program.

Qualifications and limitations
- Building must be located in the service area of a Saving Water Partnership utility. List. Map.
- Maximum of 2 rebates per unit (up to $200)
- Existing toilets must have been installed before 2004 and use 1.6 gallons per flush or more (1.28 gallons per flush toilets are not eligible)
- Toilets purchased before receiving authorization are not eligible for a rebate
- Rebates must be requested within 90 days of purchasing the new toilet(s)
How it works
- Get your building authorized to participate by submitting an application.
- Wait for authorization from the Program Manager. Authorizations are valid for up to 3 years. A site inspection may be required before authorization.
- Replace all the toilets at once or spread it out over time. Request rebates no more than once every 90 days (quarterly) for any toilets that have been replaced with eligible toilets during that period. Submit a completion form and detailed receipts.
- Receive a check for up to $100 for every toilet replaced. Inspections of installed fixtures may be required before approving the rebate.

Upgrades include irrigation technologies such as sprinkler heads, rain sensors, scheduling devices, controllers, etc. that improve the water efficiency of an existing irrigation system. Flush Valve Toilets and Urinals
$100 per fixture for replacing older flush-valve toilets and urinals (both porcelain and valve must be replaced) with high-efficiency toilets (HET) and WaterSense-approved urinals. Where gift cards or credits bring the total cost of the toilet below $100, a rebate check will be issued for the lesser amount.
Eligibility Requirements
- Fixtures must be installed in a business located in the Saving Water Partnership service area.
- New toilets must be 1.28 gpf (gallons per flush) or less WaterSense high-efficiency (HET). Existing toilets must be 3 gallons per flush or greater.
- In the case of replacing older code-compliant (1.6 gpf) fixtures with WaterSense-certified and/or HET fixtures, rebates will be determined on a case-by-case basis and subject to available funding.
- New urinals must be WaterSense-certified models. Existing urinals must be 1.0 gallons per flush or greater.

Financial Incentives
Up to 50% of the installed cost for water-saving projects the replace:
- Single-pass air conditioning
- Single-pass refrigeration
- Once-through oil coolers on Carrier Chillers.
- Once-through process cooling including air compressors or other non-recirculating flows

Kitchen Equipment
Financial Incentives
Rebates for steamers, dish washers and ice machines
- Up to $750 to install Energy Star food steamers. Where gift cards or credits bring the total cost of the steamer below $750, a rebate check will be issued for the lesser amount.
- Up to $1,500 to install Energy Star dishwashers. Where gift cards or credits bring the total cost of the dishwasher below $1,500, a rebate check will be issued for the lesser amount.
- Up to $500 to install Energy Star rated commercial ice-makers. Where gift cards or credits bring the total cost of the ice-maker below $500, a rebate check will be issued for the lesser amount.
Eligibility Requirements
- Fixtures must be installed in a business located in the Saving Water Partnership service area.
- Due to current energy code requirements for efficiency, Seattle businesses are not eligible for steamer and dishwasher rebates.

Water Use Consultations and Bill Analysis
Commercial Water Use Consultations – now offering virtual options!
A commercial water use specialist will help you understand how water is used in your facility and prioritize specific actions your business can take to save water and money.
In response to Gov. Inslee’s Stay Home, Stay Healthy order we are not currently conducting site visits, but we are continuing to provide virtual and online consultations.
What you get:
- A free virtual consultation to evaluate specific areas of water use in a facility.
Consultations often include evaluation of water-using fixtures, equipment, systems, and processes. The consultation does not include landscape irrigation water use, unless specifically requested. For businesses or organizations with multiple locations with similar water use characteristics, a consultation will generally be conducted at one representative facility. - A report of prioritized actions that can be taken to reduce facility water use and save money on utility bills.
Recommendations may include equipment upgrades, operation and maintenance best management practices, and ways to promote water-saving behavior in the building. If applicable, the report may include estimates for potential water and sewer bill savings and estimated payback period for fixture and equipment upgrades. - Identification of water-saving projects that may be eligible for Saving Water Partnership rebates.
Eligibility Requirements
- This program serves commercial businesses and organizations whose water utility is a member of the Saving Water Partnership.
- A limited number of consultations are available each year. Each request will be considered based on a quick pre-assessment with the program manager to ensure that your facility and goals are a good fit for the program and to define the scope of the consultation.
